Ah, the information I was looking for. I'll throw out what I was
considering if it helps.
3) The user can upload the .install file on the garage page, but this
would require the garage server to change it's mime-type for .install
files.
4) The user can put the deb in the chinook repository and reuse that
install file.
4 is a hack. 3 is actually decent.
