[Media Utils] 770-encode renamed to tablet-encode and moved to garage

I'm very pleased to announce that 770-encode, which is a widely used script for transcoding videos for the Nokia Internet Tablets is now on garage. It's also got a brand new, and much more appropriate, name: tablet-encode. v2.00 includes many new features (as well as the name change) such as the ability to process multiple files, and automatically optimising the video and audio bitrates to be most efficient.
