Yes, I understand that creating an Image Set isn't all that difficult:
1. Create 4 images
2. Create a small config file pointing to the images
Of course, for the "regular" user this might not be so easy...
And, what if one wanted to package the Image Set for mass consumption?

After a user sets four desktop backgrounds, they could enter Edit Desktop mode and:
1. Choose an option called, "Make Image Set out of backgrounds?"
a. Save Image Set as...
That could be the end of the process, or after saving the Image Set...
b. Would you like to package this Image Set?
Also, uploading packages to an Image Set repository could also be automated via a process like this.
