Viito is a free and open source sign language image dictionary
application.
Currently, only image data for the Finnish simplified sign
language is available. These signs are typically used to
support children with speech disabilities.

Uh, never mind. The script obviously isn't part of the packaging. I will update debian/copyright to CC instead.
The images are indeed CC, but the script under utils is GPL. I should fix both COPYING and debian/copyright to reflect that.
debian/copyright and COPYING in viito-images-papunet contradict each other (GPLv3 vs CC), but I don't think it's a big problem (well you could still update the data package)
