QCPUFreq 0.3-2
A GUI for the kernel's cpufreq interface
This application allows you to adjust the maximum CPU frequency that your device is able to use.
It should work with official and patched kernels.

Ian: you are right. Underclocking is not always a good idea (e.g. when running Firefox). But there are quite a few games/emulators which cause the CPU to run at full speed when it is not really necessary. This is when QCPUFreq comes into play :)
I am planning on updating the documentation in the next release to make this point clearer.
This may not actually save power - the device uses much less power idle than when running slowly - and not that much more when fast.
This can mean that locking it to a lower freq may not in most circumstances save power.
Works well though.
