A correction: this program has not entered extras yet and from what I understand, the page you indicated says that it should be in extras before asking for a bugtracker entry: "This guide is for maintainers of applications/packages in Extras"

+1 however for a correct bugtracker link, even if it is an email.

Thumb down for lack of bugtracker. Netmon is not present in Maemo bugtracker on bugs.maemo.org. Read http://wiki.maemo.org/Bugs:Adding_Extra_products to learn how to have your application added to Maemo bugtracker.

Furthermore, the bugtracker link is wrong in your .deb control file. It should not have the xsbc-bugtracker prefix (xsbc-bugtracker is just the name of the field in your .deb control file). After obtaining the bugtracker for Netmon in bugs.maemo.org, please point the link directly to the new bug report page for your application instead of the bugs.maemo.org home page (see http://wiki.maemo.org/Tracking_bugs_in_Extras#Validity_criteria_for_bugtrackers_and_bugtrackers_links ).

While it is indeed 'active' when screen locked, this seems to be extremely lightweight.

says powertop - it's in deepest sleep states 98% of the time, and only running at 250MHz 0.4% of the time.

This does not meaningfully affect battery life (in idle state, it is a change of an hour or two from 120 hour standby)

-1 because netmon is active also when screen is blanked and this type of application is more likely to be kept in background than some others. This prevents CPU from idling properly and causes battery drain. Use powertop to see the effect.

XB-Maemo-Display-Name could be used in debian/control for pretty print name too.
