Cellular Modem Control Buttons 0.5.1-1

Adds Tablet Mode/Phone Mode buttons to powerkey menu. Enables switching the cellular modem on or off, without going into Offline mode. Handy for having WLAN enabled, but phone disabled (e.g. flights, hospitals) or to conserve battery in areas with low signal reception. Restarts SystemUI at the end of the installation/removal.

This was left hanging in the -devel for a long time, sorry 'bout that.

This is a translation update to previous 0.5 release, with minor fixes in packaging. Does not have PR1.2 dependencies.
