Someone could develop an applet for the statusbar menu with shortcuts to apps. See thread for more info.

Solution #2: statusbar and control panel applet

I should develop such applet. I've done a similar work for diablo. I can develop a statusbar plugin that contains 4 buttons each of which has a shortcuts to an installed application, to configure a button shortcut I can create a control-panel applet to manage shortcuts.
